What You Should Know About EDCAHPS

The Centers for Medicare & Medicaid Services (CMS) has developed and will implement EDCAHPS, more properly known as Emergency Department Patient Expense of Care (EDPEC), for use with adult patients who have visited the emergency department.
 
 
CMS recognizes that patient care in the emergency department is a critical predictor of overall patient experience, and, therefore, will require an emergency department survey which focuses on hospital performance management.  The EDPEC survey will survey patients about their experience on arriving at the emergency department, during emergency department care and post emergency department care, either due to admission to the hospital or discharge.
 
The six national priorities for improving care from the National Quality Strategy, developed by the Department of Health and Human Services, called for under the Affordable Care Act are as follows:
 
Making care safer by reducing harm caused by the delivery of care.
Ensuring that each person and family are engaged as partners in their care.
Promoting effective communication and coordination of care.
Promoting the most effective prevention and treatment practices for the leading causes of mortality, starting with cardiovascular disease.
Working with communities to promote wide use of best practices to enable healthy living.
Making quality care more affordable for individuals, families, employers, and governments by developing and spreading new health care delivery models. 
CMS has field tested its emergency department survey and will analyze the data and send a recommendation of a survey and procedure to be utilized.  It is anticipated that CMS will publish a field survey in 2015 with national implementation to follow.
 
Given CMS’s desire to transform the patient experience, penalties for poor performance will likely mirror HCAHPS’ in order to ensure providers will modify existing behaviors to improve the patient experience.
